Horn issue on a 68 SS

Terminal A comes from the column. It is a simple system. Horn pad pressed creates a ground and relay activates connection for horn to blow.
Bear with me hahaha, So if I jump that wire that I pulled from terminal A to positive should the horns sound. Doing this from the engine compartment I mean
 
Does the relay click when you press the horn (with the key on) ?
If it clicks- relay is bad. If it doesn't click- wiring is bad from horn to relay or horn contact is bad ?

No ....only clicks when I ground the relay's terminal to a ground source. Horns work when I jump to hot side to the battery. Getting power to the aftermarket steering wheel horn button. Horn button terminals have continuity .thats as far as I've gone

Sounds like the relay is bad
 
Should I have to two hot leads to the button? I tested each separately using the column as a ground and they are both hot
LOL not an electrical person, but when the key is on, I would think only one contact would be hot.
The contact going to the relay should be dead until the horn is pushed down and energizes that contact ?
Is the voltmeter set to 12 volts and checking for voltage ?

Me either but two hot leads seems strange I've done all I can. Will leave this up to the local shop Thanks
