Noise On Startup (I Am LIVID)

Sounds to me like a clearance issue for the bolts. You might want to rotate the converter and see if they are rubbing the block, will be hard to see. Also make sure they are installed in the proper direction.
There is no clearance issue. These are the same bolts that have been in the car for a long time, and on the same flex plate and block.
 
It sounds like a cracked flex plate at first but I cant remember the sound going away, in the mid 80's I bought a 73 elky 350, T350 guy said engine needed a rebuild, all was wrong was a cracked flex plat and sounded like yours does at start up but I remember the sound staying while the engine ran, maybe yours isnt cracked as bad and hasnt got to that constant noise yet? Edit since your TC bolts were loose maybe the plate flexed too much and cracked?
