What’s this bracket 1969 question

Not sure if someone wants to maybe help answer a question on another site. I can get more detailed pictures. I cannot answer the question but pictures may help. Mine is a 1969 Baltimore build. Also I know not all can log on.

I've been to the bones of a couple dozen '69 chevelles and never seen that before. I'm on the west coast, so I see mostly Fremont cars and a share of KC cars also, so some slight variations. The GM a-body shares many parts between Pontiac, Buick, Olds and Chevy. Anything on the inner birdcage is shared, the frame and front suspension, with exception of the upper a-arms cross shafts. I'd suspect it's used for either wire retention or sail panel retention. Here's a pic of a '69 skylark interior and they use a c-pillar dome light, unlike the chevelle.
