Horns not working on a New to me 68

Quakes 454

This vehicle is a 3 year old build, just bought it home yesterday. I have limited electrical experience with this matter. I do know both units work when jumped from the positive terminal and the relay was recently replaced as well as every under hood item and has power at the large wired terminals. Thats as far as My knowledge can get me. This vehicle does have a Chevy aftermarket wooden steering wheel and the previous owner who is a buddy said the horn did work recently. So where do I go from here? I'm not sure how to go about testing the relay fully or the rest of the circuit for that matter. Help..and Thanks
