Are these things a scam?

Total scam. Each state has its own requirements and NO ONE can bypass those. In Arizona you MUST submit two fingerprint cards, which are sent to the FBI for the extended background check. I wish that people like that would get booted from the internet permanently.
 
There's a guy up here that does about a 4 hr. class. I don't know what else you have to do, I thinks that's all.
 
Not sure about any other states, but Florida requires you to take a class, but if you've been in the service you don't need the class.

Florida is permitless, but I'll continue to renew my CCW permit anyway.
 
Reciprocity is key. Sure in NC I had to take a class and can go to many states legally with a CCW. Cross from VA into MD, I am a felon, cross into PA, legal. NY a felon, NH Legal. Makes no sense and is completely unconstitutional.
