Anyone know what this assist thing is? Its my friends car he recently bought and he asked me what it was and I dont have a clue, orig 283 PG now 350 3 spd auto

Looks kind of like a rudimentary rack and pinion... maybe like an add on because they couldn't get a rack and pinion setup for it?
 
I found its an assist added to power steering after market deal so he might be changing it to something else, guess it feels too loose? Im wondering if someting else is too looss?
 
The early power steering systems used a manual box with a slave cylinder whose action is triggered off of and connects between the pitman arm and the drag link. That tube you see looks like someone added a crude loop of line as an attempt to induce a fluid cooling loop.
