This paint was done in 2016 when it was in the body/paint/hotrod/MC shop lol, it's Summit Chassis black that I had plenty left over so told the guy shoot the dash but leave the dash top semi gloss and clear the front/face, well he never got around to sanding the clear and I pulled the car due to other reasons so now what's the best & cleanest way to finish it? sand and buff? Or spray bomb over it? Dumbazz paint shop got over spray on it too

If you've got plenty of clear on it, just take some 0000 steel wool, scuff and hand polish with cutting cream, then swirl remover. Careful of the edges. It'll turn out too glossy for my tases, but plenty of people like it that glossy. No way to get the gloss correct without a complete respray with flattened single stage.
The overspray should be no issue to sand through to your clear.

What would you use to get the Blue paint off? a very fine sand paper or you think 0000 steel wool? I actually have 0000 steel wool because I use coarse along with spray foam to fill copper line covers but they were out of coarse so I had to buy 0000
 
Start scuffing the overspray with steel wool, if you want to speed things up, go with 1500 wet and just work methodically.
