Gas Tank Cleaning, Surface Rust

My Allis Chalmers tank needs a good cleaning and inside/outside surface rust removal. Any tips? I found a shop to do it but they want $300 to $400.
 
CLR it's milder than Muratic acid. Originally painted inside but about 50 + years ago it all came off & we had to pull the bowl & screen every few days.
 
Outside of the tank just requires sanding, but vinegar would work nicely inside and it's cheap and not too harsh.

Leave it in for a while, flush it out to look, add more as needed and do it again. When done, drop baking soda with water in to neutralize, then dry quickly to stop the flash rusting.

Then you can seal it.

How much vinegar? It is a 12 gallon tank.
